GENERAL DESCRIPTION Performs moderately complex (journey-level) safety and health program work. Work involves assisting in the development of safety policies and procedures at a high-security correctional youth facility; participating in safety training and education of staff; conducting inspections and surveys of work areas and activities for hazards; assisting in investigating accidents; and collaborating with the agency's Monitoring and Inspections staff and with the facility's management and staff. May train others. Works under general supervision, with limited latitude for the use of initiative and independent judgment. May work a variety of shifts, weekends, and in excess of 40 hours per work week, and may be required to be on-call. ESSENTIAL FUNCTIONS Conducts surveys, inspections, and reviews of the facility's operations and physical plant to ensure compliance with established risk management guidelines, policies, and procedures. Conducts monthly checks of surveillance cameras to ensure proper operation and appropriate line of sight; coordinates with agency IT staff for maintenance, update, and replacement of surveillance equipment; and keeps management informed of issues with equipment. Prepares evaluative reports; recommends improvements and modifications to resolve problems and deficiencies; and prepares responses to requests for information related to operations and physical plant safety. Reports and documents any non-compliance and other problems identified during surveys, inspections, and reviews to the facility superintendent. Schedules, tracks, and monitors inspections performed by external entities to include, but not limited to, annual fire extinguisher inspections, annual fire alarm inspections, and annual and 5-year sprinkler system inspections. Monitors the use, maintenance, and storage of hazardous materials, safety equipment and devices; and monitors environmental factors, operating procedures, safety procedures, contamination, and pollution. Provides oversight for facility fire watches to ensure compliance and maintains all associated documentation to include the RMT-340 24-Hour Fire Watch. Coordinates the implementation of operational safety and accident prevention activities; makes recommendations to improve the facility's safety record based on safety training received from agency Risk Management staff, the State Office of Risk Management (SORM), and other sources. Serves as the chair of the Health and Safety Committee; ensures meetings are held, documented, and attended; designates staff members to conduct required safety inspections; and ensures staff members are properly trained. Serves as chair of the Accident and Injury Review Board; ensures board meetings are held, documented, and attended; implements a fire drill program and ensures compliance; schedules and evaluates fire drills; and maintains all associated documentation to include the RMT-300 Fire Drill and Evaluation Report, the RMT-325 Fire Drill Schedule, and the RMT-330 Fire Drill Verification Log. Schedules and evaluates the facility Code Blue drills; and maintains all associated documentation to include the INS-267 Code Blue Drill Reports and the INS-268 Code Blue Drill Verification Log. Works directly with the facility superintendent and management team to ensure the Emergency Student Unrest and Emergency Disaster Plan is updated annually; and assists in the coordination of training on all aspects of the plan. Serves as the liaison between the facility and the local Emergency Services (EMS) and Fire Department. Serves as the liaison between the facility and the Emergency Operations Center associated with the facility's region. Serves as a liaison between the agency's Monitoring and Inspections Division and the facility's superintendent; and collaborates with Monitoring and Inspections staff in developing compliance goals and objectives. Reports any presence or perception of racial, ethnic, and/or gender disparities. Performs a variety of related duties not listed, to be determined and assigned as needed. Performs all duties in compliance with agency safety policies and procedures: Reports safety hazards and corrects hazards when possible. Completes required documentation in the event of an accident/injury within requested time frames. Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies. Qualifications MINIMUM QUALIFICATIONS Bachelor's Degree with major course work in Business Administration, Public Administration, Criminal Justice (Corrections), Social Sciences, or related field. Three years of full-time wage earning experience in a juvenile residential setting, treatment, or correctional program. OR High School diploma or equivalent. Seven years of full-time wage earning experience in a juvenile residential setting, treatment, or correctional program. Experience and Education Substitutions: One year of appropriate experience may be substituted for one year of college (30 course hours) on a year for year basis. Completed course hours of undergraduate study may be substituted for up to four years of experience on a basis of 30 course hours for one year of experience. Completed course hours of graduate study may be substituted for up to two years of experience on a basis of 12 graduate course hours for one year of experience. Experience requirements may be satisfied by the prorated part-time equivalent. Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be obtained from an accredited educational institution. This position is subject to mandatory pre-employment drug testing and any offer of employment is contingent upon acceptable results from a drug screen conducted for the agency.
