Job Summary:
The purpose of this position is to provide administrative direction
and financial control in overseeing financial operations of the
City. Other duties include managing debt service and capital
project programs; managing investment funds, and other duties as
assigned. May supervise work of others and may serve as a lead
worker providing direction to others.
Essential Job Functions:

a. Implements maintains, and completes related tasks for the annual
budget.
b. Reviews, corrects, standardizes, and organizes departmental
goals, new capital outlay and personnel requests.
c. Projects revenues using trend analysis and appraisals.
d. Calculates new increases and decreases in City revenues.
e. Creates budget presentations and property tax rate.
f. Provide required compliance modifications to final budgets.
g. Assists with preparation and completion of City Comprehensive
Annual Financial Report.
h. Reviews general ledger accounts to ensure transactions are
posted.
i. Reviews and ensures all revenues, expenditures and grant funds
are recorded.
j. Reviews and ensures cash, fixed assets and subsidiaries have
been reconciled and posted.
k. Prepares journal entries to adjust leases, debts, bonds payable
and bond discounts.
l. Ensures inter fund due to and from accounts are reconciled and
posted.
m. Provides and manages debt services, capital project programs,
short and long term financial planning.
n. Provides supporting information, and recommendations to City
Manager, City Council, and rating agencies.
o. Provides and maintains City's purchasing policies and ensures
compliance.
p. Monitor the City's investment portfolio.
q. Provides financial planning to ensure adequate funds are
available.
r. Ensures investments are in compliance with investment policy and
state statutes.
s. Oversees and manages the Budget and Compliance, Utility Billing,
Payroll, Accounts Payable, and Purchasing Divisions.
t. Prepares annual evaluations for employees.
u. Performs related work and reports as assigned.
Conditions of Employment:
a. Applicant will be subject to a complete background

b. Applicant must take and pass a pre-employment drug test
administered by the City of Edinburg at the City's expense.
c. Must have a current valid class "C" driver's license from the
Texas Department of Public Safety with a satisfactory driving
record.
d. Must be bondable.
e. Must maintain confidentiality and integrity of City documents
and information.
f. Bilingual English/Spanish Preferred.
Required Education:
Requires Bachelor's Degree in Accounting, Finance, or Business.
Education Preference:
Master's Degree in related field

Required Work Experience:
Requires five (5) years' of experience in financial control in
overseeing financial operations
Experience Preference:
Seven (7) years' of related experience
Supervisory Experience Requirement:
At least five (5) year of supervisory experience

processes.
e. Normally performs the duty assignments within broad parameters
defined by general organizational requirements and accepted

systems, which affect the design and implementation of major
programs and/or processes organization-wide. Independent judgment
and decision-making abilities are necessary to apply technical
skills effectively.
